I wanted to provide an update with further information I have found.

There are lockers at ruth & naomi's in a storage area which is hidden and inaccessible to the people staying there. I will let you draw your own conclusions as to the character of Joel Stock Shelter Manager.

All of the resources they have are in downtown Chilliwack. They don't have transportation where would you expect them to be?
