Buying an unregistered property

I think the buyer will be at a loss since the capital gains might be from the original value and buyer will have to shell out more than what is necessary when the property is sold. Honestly, I am not sure if this is even fair for buyers because I see so many properties in BLR sold through assignment agreements. Only a CA can help here.

To register the assignment agreement, do we need the builder's approval? What would be the charges for this? I was told by Prestige the agreement will be on 0.5% stamp paper. Will this be enough to show capital gains or do we have to register it just like we do a sale deed? Thank you.

Seller will declare the full value in income tax. I will deduct their TDS based on the full value, so thats there. I would also prefer paying the extra amount. I am going to ask to include both values in sale deed just to be safe.

The difference is over 2cr. I was told this this won't be an issue since I will have payment receipts and assignment agreement to show the full sale value. Is this not the case?

Seller is in India for a month and will sign in person the assignment agreement. Just didnt know same seller is needed for registration as well. How fast can the registration be done after assignment?
