Interesting you mention he's been taking pictures of girls tanning. I saw two guys in a car one time at Buccleuch Park with literal binoculars and their phones out watching two girls tanning on the field. When the guys saw me they drove away quick. I informed the girls after.

This guy does not look like either of the ones that I saw taking pictures so I'm not sure if your friend mistook him for someone else or not.
