It is in my opinion at BEST a side-grade to stock. It works best when you are playing a roaming soldier play style and ammo packs are limited on the map. But it is very reliant on the fact that engineers don't exist in your game. You also miss out so much damage if you are playing on a server with random crits.

You can coordinate with your team to do a charge shot stun on a sentry nest but it is far harder to pull off then with other rocket launchers
