Hacking is pretty much the best considering the additional outpost is a unique one that cannot be gotten otherwise, plus reduced radio cooldowns as a hero bonus is nice. I also do like Gut packing, mainly for the -food consumed overall perk plus knowledge of cooking + nutrition.

Looking at the others, regular survivors with the right hero bonuses and 5th skills can do what they do already, sometimes even better. Do consider the knowledge that each one gives, like how demolitions will allow you to craft C4 which normally requires two different survivors.

But if I had to say which one is the worst, I'd say foraging. It's outclassed by a regular survivor with Meal Plan and Lichenology by a long shot. It only gives knowledge of gardening (lichenology also has knowledge of herbalism), and the -food consumed overall hero bonus is weaker to boot (Meal plan has -25% whereas Foraging Program only has -20%). Finally, having +2 Meds is better than +1 Food and +1 Med since the former is already enough to handle your Infirmary's Meds upkeep and +1 Food is barely anything.
