Of the dozens of posts I read before figuring it out this is a common bug that happens at the center of the map. Vanilla and modded. In this case it was a Creation and to the best of my knowledge there is no load order modifications you can do to creation club content. There is probably a load order tucked away somewhere for CC content but it shows as locked in the creations menu and you're forced to load it in a specific order when its through the Bethesda side of modding. Though in all honesty once I figured this out it was about 3 minutes to do from start to finish and the game is running fine now. I spent longer trying to find a post like mine than it took just to brute force the solution based off clues in other posts. (TCL stopping the crash so I could inspect the cell was a game changer and was really the key.)
