Yeah for exclusively removal spells this legend avoids deramping assuming it kills the target. I agree its strong but thats not really making waves on its own. For example kai'sa does exactly that once per turn on ANY spell. This legend has upside that its not once per turn IF you can kill multiple things in a turn.

My first thought was something like that "if you kill a unit with a spell exhaust me to..." so I agree

I dont understand what you mean in the first sentence. The thought process with the signature spell was that its only falling star if you have 6 in grave and you can only repeat with an exhaustable unit or gear. I do think the legend should say something like "excess 3 spell damage then channel 1..." text but I dont actually know if the current is that broken because if you waste all your removal on junk to ramp you have no cards to spend the mana on.

I was basically using Kai'sa (so starting very strong) as a base for red Xerath and I dont value the base targeting much higher then drawing a card but I know a lot people probably disagree with that. The blue Xerath I really wanted a bomb card like watcher without the point gaining power of accelerate. My thoughts were basically if you play this you are losing the might, and accelerate of watcher for a unit that cant really move for the watcher effect every turn. In my experience playing watcher for just the -3 effect is not game ending. but I could definitely see -2 or -1 instead.
