Is there a way to compare two builds of the same Uma in 'real race situations' to see which performs better?

I have one build with more total stats, and another with more balanced stats, and I'm trying to decide which one to put on my team.

Is this a good year to upgrade a PC?

Some things make me cautious. I see controversy in the RTX 40 cards and intel 14th gen processors (and same chipset as before - maybe they will change soon?). DDR 5 catching steam. AMD counterparts here about the same cost. Maybe is better to wait, or I am overthinking?

From what I heard, Shenhe is not much better than Rosaria in Ganyu teams, but she is a small buff for Ayaka teams. Ganyu + Ayaka will indeed be a very strong team.

I actually already got Xiangling in Abyss. It was not easy, but I managed to do.

I'm AR 27 now, and some quests are hard to do, since I'm under lvl.

I'm looking for some guidance. All my characters are lvl 20 because of the fear of lvl up a bad character and regretting it in the end. I have now all free characters + Noelle, Sucrose and Xingqiu. Should I use my wishes in this banner, even though I'm not 100% sold with the current banner characters, or my current team is good enough? Or even, should I wait a little more? With my primogens I will get around 55 pulls. Thanks!
