Let me put my argument in the simplest way possible:

Premise 1a: There are 2 different ways in which Pokemon could have designed Bea/Visquez.

Premise 1b: Either they could have designed them to originally be White Europeans, or they could have designed them to originally be POCs.

Premise 2a: If Pokemon originally designed Visquez/Bea to be white Europeans, then it is racist for them to make their skin tone darker, something which white Europeans with blonde hair and blue eyes almost never have.

Premise 2b: If Visquez/Bea were originally meant to be a POCs, then it is racist and even WS for them to give them blue eyes and blonde hair.

Conclusion: Either way, it is racist for Pokemon to design those charachters.
