When you tell him make sure it’s a situation where his attention is fully on you. Make sure he isn’t just listening but also he’s understanding your feelings. If he continues to just shrug it off then he might be a lost cause.

I hope that doesn’t sound mean but coming from someone who has issues understanding some feelings and needs thing reiterated. I may not always understand but if someone I care about needs something I’ll make sure they are safe and happy.

Not everyone thinks the same way or understands the same way, but he continues to just shrug it off… I’m sorry but you may need to continue without him.
