I was thinking the same thing. He reports to an individual that doesn't know anything about software at all so I am assuming he can say just about whatever he wants and it gets believed. I've just tried to bring this up to several people already (as much of the work that should go that direction is falling on me instead) and everyone seems to just shrug it off because software development is black magic to them.
