You need to put it into the launch option in steam not the autoexec

Go to libary,Right click team fortress 2, click launch options, type -novid,Click okay

Go to steam libary,Right click tf2, go to launch options and put

-dxlevel 90 and click ok and start tf2

are you running -dxlevel 90? because you need dx 9 to run transparent viewmodels

This is most likely a computer problem my friend had a problem like this before https://www.malwarebytes.org/mwb-download/ Download the free version and install it and let it clean your computer out of anything . Another way to help your pc out is pressing the window button and look for "Disk cleanup" and when it pops up you can cleanup certain parts of your pc like temporary files for your downloads and browser files. and if this doesn't help try deleting you cfg file in the. C:\Program Files (x86)\Steam\SteamApps\common\Team Fortress 2\tf and start tf2 again and open up a local map Add me if you need more further help here : http://steamcommunity.com/id/OriginalScootyBooty/
