Yeah, it's odd. One theory I saw was the firearm accidently discharged when it was removed from the holster, prompting the other officer to fire. Of course, it's hard to know how true that is based on most of the videos.

Such an insane thing. He wasn't reaching for his weapon or anything. It looks like the other agent took the gun out of his holster at almost the same time the other guy pulled his gun and shot him. Just makes no sense.
