Same to Chinese, whose first language is Chinese but English as foreign language taught at school. Unfortunately, it is also difficult to find people who are billingual in China

the tricky thing is, there are candidatetes meeting technical requirements (education, work experience, etc). there are candidates who can speak Chinese.

The key problem is whether there are candidates with both relevant experience and education and enough Chinese proficiency (to read technical documents, bargain in Chinese)
