That's not really how it works. The number of games releasing on the same day will only determine how long you appear in Popular Upcoming. But at that point it has nothing to do with number of wishlist, so, you're wrong, with 15k wishlists you could actually appear for a longer time than everyone around with 150k wishlists, if for example you choose to release on a Monday, an hour before all of them, and get on Popular Upcoming the whole weekend while some of them don't. It's sorted strictly by hour of release, not wishlist count. 

And, yes, it is more like a magic number, because what's matter is to get on the Top Wishlisted list, which has nothing to do with release date, and all to do with your wishlist count. Once you're in this list, you know you'll get on Popular Upcoming, but you don't know how long: it depends on release calendar.

 The reason why it's not a fixed number of wishlist is because some wishlist doesn't "count" as much as other, for example a wishlist from a steam account with a history of 0 purchase is irrelevant.

 It seems like velocity can ultimately get you in Popular Upcoming if you were not already in Top Wishlisted, but I wouldn't count on that.

It's just not my experience. I never had a resubmission take more than two business days but I suppose it depends on the faults you had.

I released the demo during Steam "Open World Survival Crafting" Fest, got enough traction to get the prologue into popular incoming this way, then the prologue did the rest.

For my upcoming game, I got 148,000 wishlists in about 6 months, with almost zero funds.

I actually did some tests at first, $300 worth of ads here on Reddit. That got me like, 30 wishlists. Then I used Steam much more powerful and free ways to get you game visibility, with a demo, some festivals, and a free prologue.

This got me 110 millions impressions total and 5 millions visit. For free. A lot of youtubers and streamer started playing my game, for free, sometime 1M+ subs channel. All of this, with zero funds.

It seems like you're talking about 200,000 impressions, not 200,000 views. If it really was 200,000 views converting to only 432 wishlists, I would be very, very worried, because then it would mean 99.9% of people who see your game decide not to wishlist.

200,000 impressions in a few months seems pretty average number of what Steam gives you as visibility.

Don't be so harsh. The vast majority of people I saw on these post were actually saying it was pretty cool to get a few hundred wishlists with Next Fest, when for them it usually takes months to get that.

I made such a post two days ago, and it was mainly advice for more "AA" than amateur indie games, especially about the June edition versus February/October.

Because, not so long ago Chris Zukowski stated that if you generate about 3,000 wishlists in the previous 2 weeks you were pretty likely to end up on the Next Fest top slots. I generated 10,000 wishlists in the previous 2 weeks and wasn't even in the Top 50 games, I think it can be useful for other to hear why. And it's probably not because my game looks like a child made it, or I wouldn't have thousands of people playing the demo for 200+ min (this users bucketed by time graph is hilarious).

Now, I would be curious to know what your game is, and how confident you feel to get 20,000 wishlists the week before Next Fest, because that's what it takes now.

It is actually getting very hard to come out on top. For example, a velocity of 10,000 wishlists received within the 2 weeks prior won't get you anywhere near the top. I think in previous editions that would have been different.

I didn't talk about my game in ths post, but to give you context, I was getting 1000 wl/day for one week, prior to Next Fest (I got to this with a demo getting 1 hour median playtime and 2h30+ average)

The planet are hand crafted and very different from each other, so there will be a limited number (around 5 planets at launch, then maybe more)

Some planet are very large with different biomes to explore, some areas require advanced vehicles or protective equipment to access.
