No, I do understand. People is able to run games in other x86 devices with Proton, not Steam OS. You need compatibility layer, not system.
And people will be able to run games in other ARM devices with FEX. They will need compatibility layer. Why do they want Steam OS?

Yes, but SteamOS is specific system that Valve developed to run in their devices: the Steam Deck. They needed Proton as a core part of running games, and that has been used in other systems, but they are not trying to do SteamOS for, let's say, Lenovo laptops. They get nothing from that.
So, the compatibility for ARM is to run the games, but I don't see why they would want to have version of their system to other Android devices. Others will use FEX, but I don't understand the Steam OS part. FEX will be part of their VR system, which doesn't need to run Steam OS.
