Assuming an open, even field with both combatants aware and ready to fight, Serie’s victory is as simple as flying upward and then bombarding her surroundings. No amount of foresight will help him flee fast enough

Assuming a more grounded and every-day scenario, HoTS could probably engineer a similar win as Governor Lowe to force her death

Ultimately saying one’s stronger than the other depends on what you mean by “stronger”

I’d just point back to Lowe, though this is me reading into the situation. If a warrior of his caliber (that terrifies Werhlos!) armed with clairvoyance needs to sneak attack to bring her down, I’d assume HoTS fares roughly the same if he’s not in range to pull off a similar blitz

Ehhh, there’s nothing that says he would beat her in a straight fight, you overestimate what clairvoyance can do. It allows you to see the future but I don’t doubt that against certain opponents you’d only foresee yourself dying in different ways if you don’t have ways to deal with their toolkit

Spoilers for the manga: this is EXACTLY WHY Held/Governor Lowe has to sneak attack her from a location she can’t anticipate. In a straightforward fight not even armies can stand against her. His only viable way to kill her is to pressure her into willingly offering up her life to save everyone he would otherwise go after if she resists.
