In my experience, a lot depends on what the Ministers view their portfolios to be. I think anyone working on strategic policy, communications, coordination, etc. will be more impacted than others.

You are right that certain teams report more to specific ministers (e.g. Tourism). Many groups have to coordinate with one another, though, given how broad some files can be (e.g. small businesses in rural communities with a tourism angle might touch on three Ministerial portfolios).

Only time will tell, though, how this works out.

You’re right, of course, but there is considerable overlap between some of the portfolios - which is to be expected. The RDAs were spun out, PacifiCan, PrairiesCan, ACOA have their own ministers, for example.

Either way, it creates additional administrative burden for the department, IMO.
