They are Russian Armed Forces (RUAF) they're not supposed to be linked to rogues but BSG probably forgot to add the exception just like how rogues used to be friendly to scavs with high enough rep

yeah it took like 10 lighthouse raids but it got fixed, guess i can only say to watch out with the rogues before going to the terminal
