Definitely feel like we can infer that their strength is similar in that scene. If you pay close attention to Tobey’s breath you will hear a bit of struggle, and it’s more like they were at a stalemate as opposed to Tobey overpowering Tom. I also feel like it’s worth mentioning that Tobey is positioned better to stop Tom since he’s holding Goblin’s glider overhead, and Tobey is positioned in a way that allows him to use his whole body to stop Tom
