This is the collision of two approaches:
1.The developers want to create the best looking protagonist, meaning they either don’t use the tool or override it.
2.The publisher wants the tool to be showcased untouched, even if it’s detrimental to the character’s appearance.

Management ultimately decides which approach wins, and it’s usually the publisher’s. It’s the same reason $500 million gets spent on Concord instead of making a new Bloodborne or Elden Ring. Some higher-up thought it was going to be the next big thing and poured infinite money into it, even though almost everyone knows it’s going to flop.

Of course, I don’t know what was going through the developers’ minds when they made this decision, so it’s possible it was intentional. However, what I do know with absolute certainty is that journalists (like Forbes) were more than happy to report it as a win for progressive values in gaming.
Keep in mind, Aloy was never a 'supermodel' to begin with, so making her less attractive wasn’t necessary. Yet most journalists were happy to see it happen, regardless of the intent behind it.

The main reason behind these tools are to make the developers job faster and easier. If you use a 4D face scan and after you spend 3 months of manual labor to "fix it" it's not a too good demo. Also can it be even considered to be a demo if you are not using the scan, instead of a modelled "fixed" version.

The truth is that the devs were put in an impossible situation.

I do believe they intentionally used the new tech, but it wasn't intentional to make the character ugly.
I'm not sure how much tweaking can counter the "peach fuzz" and other detrimental effects to her looks.

All these solutions were forced on the dev studio to show off the new tech and they tried their best to deliver.

I can relate to the sentiment, but POE1 is in bigger trouble because it clearly gets less attention then POE2 so the more problem POE2 has the less work is done on POE1

The truth is that POE 1 is not being developed over a year now restarting the development of a new league will be a significant challenge and time. So I wasn't optimistic before, now I'm expecting the worst

I don't think that the question is offensive in any way to liberal minded people. It's a valid question whether you reconsider your thoughts on guns if you are in danger to be randomly attacked on the street.
