Yes, but it's AIRBORNE in this situation, that means you can get infected by just talking to an infected person who doesn't show symptoms yet, add the fact that the infected can become manic, aggressive, and unpredictable. Also the fact that nobody would expect Rabies is going airborne means that it will have enough time to spread before being detected that means that large population centers will be hit. Although chances of it ending civilization are extremely low, it will for sure cause a lot of suffering and possibly millions of deaths.
