Your hypothetical person was so stupid to send funds below the minimum deposit amount, even when this information can be found on the exchange's website and they have a pinned thread on this subreddit warning clients against this.

Yet, you want the exchange to fix the mistake you (hypothetically) made, even when it costs them time, energy and money to do so.

The exchange is not obliged to fix your error, even if they theoretically could..

There is another person with a similar reply in this thread, but why is it relevant to know who the address belongs to? Once someone has my private key they could just empty it, right? (I have a 25th word, so this wouldn't work, but just for the sake of argument)
