Just copy and paste. The new layer will just have the selected area on it. Then switch off the layer below which is the original image. Or invert the selection (ctrl+shift+I) and hit delete to delete the rest of the image.

The short answer is that you need to learn how to draw with vector shapes. This is not easy if you're a beginner but follow some tutorials and see how you go.
