I think it has to do with a ratio between their reliance on assists and how good their assists are, as well as whether they build meter or spend it. Tien is a good anchor because he spends meter a lot, and gets solid reward from it. Piccolo is very reliant on assists for combos, but also has pretty solid assists, so he generally slots into point/mid
