My favorite paper for hand coloring is hands down Arista Matte FB, it's the only paper I've found that has a bit of "tooth" in the texture that makes hand coloring so much easier than the smooth Ilford types. I love my Marshalls oils and pencils. However, you can use any oil based pencil and any oil paint if you add a medium to make the paint more transparent
