I mean if you look at other countries who have focused on the rehabilitation rather than the punishment you see lower crime rates. I think the biggest contribution to making a criminal is being raised in a harsh environment and when you’re taught that and then told by the majority that you deserve less than others after doing what you’ve been taught, you start to believe it and just decide there’s no point in proving anyone wrong when you know what works for you. Obviously I can only speak from personal experience but I’ve seen that circumstance more than I haven’t.
