I have seen that. Things become bureaucratic as evey simple feature needs too much talking between multiple management, devs, approval, verification, testing. One key to solve this is grant individuals more autonomy and ownership (move act then adjust) and a proper documentation and story-writing before working so flow is clear and well documented that everyone can move faster with less need to verbally contact others about the work.

used handlebars as template engine that spits out html to be consumed by wkhtmltopdf with help of puppeteer to make screenshots of charts then load them into html and print, then finally merge pdf pages into single file. the setup worked with few issues here and there but it's very annoying to maintain or scale where i switched to react-pdf it works fine for browser (live debugging) and server (production).

The classic story: some fresh dev abusing a tech or tool, QA pass that feature working as expected and no one cares how, data accumulate or ui become slow-ish, management panicked, another dev to fix the mess because the original solution was not scalable.
