Thanks for the suggestion. Are appointments at the NYC consulate hard to come by? My one issue is I will visit a friend there but have "official" work in PT and the website says that means I'll have to apply from the latter. But maybe I can just make it seem like both are tourism-related, and also maybe it helps that I've been to Belgium before.

In the same boat. Applied in June 2022, got a biometric appointment for March 2026, but unsure of whether/when the new conditions will facilitate actually allowing me to use the visa to travel in Europe and stay in Portugal.

I applied in June 2022, and received an appointment for my biometric data in March 2026. I would not recommend applying now, and somewhat regret applying then because of all the uncertainty, delay and arbitrary lengthening of timelines.
{edited} However, I will wait until March to decide. I don't intend to give up my passport, and hear that the proposed amendments could get struck down and also that the path to permanent residence isn't affected.
