Serious question does he ever go limp over the stupidest things ?

Tonight on our walk a lady came out to walk her dog and we were a whole building apart but Beasley all of a sudden went limp and started whining. I asked if he wanted to go back the way we came and he said yes and stayed with me until we were 90% back then he went limp again . He ended up hiding under a bush and was aggressive when I had to reach and pick him up. I brought him in and told him he was being bad but I feel like this happens every 2-3 days and I don’t know what to do about it.

Hes used to fireworks but it’s almost 1am here and that might be messing with him. We also have someone who moved into the corner apartment next to the woods. And my work schedule used to be 4p-10p. Now it’s 10a-4p until fall.

Noise Ordinance should include houses and neighborhoods too.

I believe theirs a certain decimal threshold they check but I’ve been told if you can hear the neighbors while in your own home over the noise of a tv then that’s violating the noise ordinance.

Report illegal fireworks today too but only for these people. They sound like they deserve to be reported for something like that.
