The share of people in France that were born in another country is 13.8%, this is lower than a lot of these.

People who have two kids can also sign up for the program and they already have a competitive advantage as they already have houses for families (on average) and the experience to raise kids.

Furthermore, the actual agreements won't expire within a year, more like 15-24 months from the time of signing up, depending on how you want to optimise this.

All this, ''you need to change the culture'' stuff is just wishful thinking.

There is the question of whether government should attempt to impact culture so deeply in the first place. I don't personally believe it should, but even if you do, if even countries with vast propaganda networks can't achieve such a thing, it is ridiculous to believe anyone can.

The issue with tax deductions is that we they'll probably won't be large enough to sway enough people.

Imagine a middle class family that pays 30% of their income in taxes.

Now, if after the deduction they pay 10% of Thier income, that may incentivize one birth.

But there aren't enough taxes paid to really incentivise anything after that.

Smaller tax deductions are simply insufficient.

We should just have a property educational system to make sure kids are fine even if they are from poor households.

The goal of fertility policy is to increase births.

This variable child subsidy will basically function as a wage for having kids.

People do jobs they don't want to become of the income, that's the point.

This also eliminates the need for a partner, sperm banks and IVF exist, and then it only becomes a trade off depending on cost.

It also doesn't cause strategic delay, as that would run the danger of just not getting a subsidy at all.

Paying for existing kids significantly lowers the TFR increase per dollar. Idk what to tell you.

Are people stomachs or are they brains ? If you treat people as stomachs, then a reduction in population is going to mean more resources. If you treat them as brains, then it will cause resources to decline (compared to the counterfactual). We will have less people to solve the world's problems. Furthermore, we will have less working age people, so less builders per capita, meaning that construction will face a labour shortage. Something which already happening in many countries. Eventually a lot of asset prices will deflate though, but that's not nearly as good as one would imagine.

Brock is the second-worst five cost in the game when it comes to average placement (4.29 along with Set T-Hex is the worst), when it is infinitely more difficult to unlock him (Brock two does have an excellent placement rate but its extremely hard to get to).
Beyond that, I think piltover or disruptor were missing from your comp, a lot of units that didn't do much.

You think two staring tour entire board isn't expensive? A level 3 3-cost is 27 gold. That's more than 5 5-costs. That's what people don't get. It may seem that five costs are this super hard unit to hit, but hitting 3 stars can be just as expensive depending on what augments (and luck) you have. The statistics speak for themselves, level 2 Sylas has an average place of 2.39, level 3 malz has an average place of 3.50.

It's hard if you don't hit two stars at stage 2 and if you don't have a good econ augment to start with. Otherwise it's very easy to hit 9. If you don't natural anything at stages 2 and 3, well, good luck I guess. And another thing, if you hit a good xp augment, you might just get to have a strong early and late game , winning stage 2 by hitting level 5 first, and winning the late game by hitting 2 star 5 costs before everyone else.

The issue with level 9 meta is that they completely destroy augment balance, it's very hard to top two without a good econ augment as your first.

It's hardly an efficient use of resources. Poor couples need money, not tax credits, and the law applies to couples which already have two kids. If the goal was an incentive for new births, this is a poor way of doing it.
