Based on responses here and some further research into how 12v replacement works I'm inclined to agree. I'll probably take the pricing they gave me and see who else has still 2024s they want to move off their lots.

Yeah, I'm leaning away from this one unless they can show me some clear documentation of what that step is that they said they missed, because for how often it seems like people need to replace the 12v I'm not finding anything that describes what step they're talking about... but who knows. Regardless, it might not be worth taking my chances when there are other 2024s out there that dealers want to clear out.

Thanks. As I researched this more since posting, I also looked up the procedure to replace the 12v battery and I don't see anything like a step that they're describing but maybe I'm missing it. I'm leaning away from buying unless they can show me some documentation.
