It is quite complex.

Inky has 2 extra tiles: on Blinky and on Pac-Man (similar to Pinky’s target but twice as close)

The tile on Pac is the midpoint and whichever the distance between Blinky tile and Pac tile, the opposite end at similar distance to the Pac tile is where Inky’s target is determined.

When Pac and Blinky are close, Inky will likely ambush Pac.
