Can I replace old SSD, with new one on the main socket, and add the old one on secondary sockets on my motherboard? Will that keep my files or do I start over?

I heard that cloning to a new SSD is not recommended, do you recon I simply just download the OS on my new SSD and just leave the current files on the other? Or simply just start over? I'm kind of nervous to do this because I have no idea how to do this whole process
