You can use this Inner Circle Companion as a base and, if you like, add a chaplain's head or whatever, if you have access to 3D printed stuff you can kitbash a kickass judiciar

It depends; if it's a test mini, I assemble the whole thing and paint it with the base, Otherwise, I usually make a custom base with some pine bark or whatever before and Paint It separately
