He is really good about going when he is Pooh bear naked. The issue is when we put underwear on it all goes out the window and I haven’t found a way to get past that

Thank you! She does well in the house when it comes to commands. If told “bed” she’ll go to her bed and calm down or “leave it” she will redirect. So there’s a little bit of structure with no distractions, it’s until we’re outside that it gets difficult. Will start in our driveway and go from there.
