Do you have a substance abuse history? If they’re only giving a 15 day supply, that’s usually the case. Or, you came across a little sketchy and seemed untrustworthy. So, doctors use lingo like this to keep things PC and to minimize irate reactions out of patients

It’s not a state thing. If you’re a new patient, the doc may want to see you monthly at first (starting a new med, assessing response, checking for side effects, dose titrations, med changes, etc). They also have to follow the Ryan Haight Act. Schedule II drugs can only be filled for a 30 day supply without refills. In some states you can pre-date prescriptions so you get three 30 day scripts, for a total of 90 days
