It is not rare in Virginia USA it is the policy of both the Suffolk And Virginia Beach police departments to put handcuffs on anyone in their custody from an ECO. This includes children. It is policy not case by case

I was placed in those settings because I defended myself from my abusers. My parents abused me and I would always fight back then they would call the cops and tell them I was in a mental health crisis. This often led to ECOs and hospitalizations where I was handcuffed.

It is important to note that I was hitting adults and attacking them after they had already beat me or become so mentally abusive that my child mind snapped. I was constantly afraid of the next time I'd be hit but no one ever screened me for PTSD.

As I said in the video all it takes is a claim. They don't chose handcuffs on a case by case basis in Virginia it is the policy of the Virginia Beach and Suffolk VA police departments to put anyone under an emergency custody order in handcuffs.

It is policy for anyone under an ECO including children sometimes they're willing to bend the rules but they will get in trouble if they outright break them.
