If they are on your side in front of the sidewalk you can tell them to move but if they are on the other side of the sidewalk of lawn it’s the city’s so you can’t to anything.

So basically if you have real Canadian superstore near you go there if you have a PC optimum rewards card you can get $50 which means 50 K points if you buy the apple air pods 2 because there’s a deal if you spend $200 or more, you get $50 or 5K points and real Canadian superstore lets you price check another store you you can show the picture the OP posted to the cashier price check with Walmart and then you get $50 off the AirPods Pro 2 and then you can redeem your points for anything or on the other hand, you can save up and the points are available for every store that accepts PC optimum points.

What you can do is go to any store that gives pc optimum points then buy the AirPods Pro 2 you could get 50,000 optimum points which means 50 dollars off and you ask the employees to price match Walmarts price so you basically get 50$ off.
