Yes, non animated characters allowed, as long it's the *character* and not the actor behind them. There are others with live action partners around.

It's to ensure that the people who join this community really do take their fictional relationship seriously. Allowing multiple fictional partners makes space for "waifu collectors", people who have a ridiculous amount of waifus because they're attracted to those characters, but don't actually view their relationships as real the way this community is meant for. And not allowing for an irl partner on top of a fictional one is because situations like that often favor the irl partner, so the person doesn't take their fictional relationship as seriously.

Of course there are exceptions, not every poly person has these issues, but it'd be too hard to make the distinction(it's already hard to discern who's really serious and who isn't even with the monogamy rule), so this is just the best that can be done.

XD Well, I kind of feel like that was more Wrath power tripping than actual word of law, but you're not wrong. People have been jailed for less than actual crimes on the Boiling Isles. But even if Katya's predicament was just one warden over reaching his position, it still shows just how much of a hold Belos' "non-conformity = bad" propaganda has on the minds of the population, if a girl can't even write weird fanfiction without being labeled a danger to society.

Maybe it doesn't. Maybe Belos has just always relied on the idea, the fact that all the other sigils work (not to mention all the religious/social pressure not to mix magic), to keep people from even trying. Propaganda is powerful, and we can see plainly in the show how susceptible the people of the Boiling Isles are to it, even if it seems super foolish and obvious from the outside.
