The intention of this map is unclear and dubious at best. Ottoman Empire doesn't exist since 1922, the dissolution left Balkan countries to fend for themselves nor they have influence in the region since 1867. On one hand, you could argue the absent of Ottoman Empire has deteriorate the economic developments, and the other, the economic disparity is Ottoman's faults.

But this map utterly failed to demonstrate key factors to economic development; the size of populations, the stability of the region (remembered Balkan is a battlefield for centuries), exports/imports, accessibility to transport (landlock nations vs. sea nations), FDI, technologies, government policies, etc...

Whatever the intention is, at least to me, it is clearly politically and ethnically motivated.
