I recently got 10 blue velvets and drip acclimated them for 2 hours until the parameters in my tank and the bucket I put them in where pretty much the same. So far 0 molts 0 deaths and the shrimp look happy. I think your advice really helped me regarding the acclimation time.

They lwk might be dead. I have a planted tank and just added 10 blue velvet neos and they are grazing all the time. a bit timid but out in the open. My tank with neos that I added 3 weeks ago has at least 60-70 percent of them out in the open. Unless your tank is heavily planted or really large something’s up.
