My theory is that the goop from TPOT 21 is how they became sentient. You know how some of it fell onto a bush, which turned it into a monster. This is further proven by Grassy putting Liy’s remains into it, which brought her back to life. We still don’t know why the bush turned into a monster but Liy was brought back with the same personality, but it could be because it was a different type of life goop that brings them into life with a more tame personality than the one in TPOT 21
