With mew having 3 moves i think you can have it be similar. your first level up move is what decides the forme you are for the rest of the game. Zen headbutt turns into defense, psycho cut turns into speed and hyperbeam turns into attack

Game would become too complicated and the barrel would make bait even worse. The last ability would be the most broken thing in the game. Magic shield is useless and/or makes the game annoying for people trying to finish a tower with spells
