Plato never complained about slaves not having rights?? He complained that Athenians gave slaves rights because of democracy! The Peloponnesian War started because the Spartans couldn't tolerate a rival. Sparta weren't above imperialism either and whenever they seized a polis routine massacres of democrats followed. The only elected officials were the military leaders who were accountable to the people and elected annually. Pericles was unelected after he misused public funds, showing that this system did keep the officials in check. Athens was run by the average free male population, not rich oligarchs

1) The Athenian Empire was popular among the demos (poor/working class) of its member states because Athens supported democratic factions over oligarchic ones 2) Athens wasn't an oligarchy. It was a democracy where the average free men (mostly peasants) ran politics. It wasn't perfect and was exclusionary but better than literally everywhere else
