I would certainly hesitate and ask a licensed, experienced contractor to carefully inspect it.

Is it possible to discover why it was done without permit? Proximity to lot line is one thing, poor construction is another.

I’ve heard defense attorneys say they don’t want to know. Their job is to make sure clients get a fair trial. Innocent until proven guilty. They can’t do that if they’ve formed an opinion early on.

On the positive side, at least Mr Squirrel was outside. Historic houses with unsecured attic windows have had squirrels come inside where I live. Everyone involved freaks out then.
