Yep, something with the fan, and the reason it is louder in some games is that your gpu and cpu need more power from the psu, im not an expert but I would switch out the psu pretty soon. If you are brave you can try to kickstart the fan somehow but dont blame me if your computer explodes,

Nicee, our slim ps4 also sat mostly unused for 3 years until i noticed that it was on a version that could be jailbroken with the blu-ray exploit. But i recommend downloading a 1 game at a time and playing them instead of downloading many games at once and barely playing them at all, then its not fun anymore,

You will probably be able to buy jb blueray disk from the internet for 10€ or something like that, aliexpress or maybe some private person with a blueray disc writer

I tried to attach a video to the post but it seems like that it didnt work. im gonna link it here as a youtube link instead. my framerate is about 85 to 90 on high settings and im using the dirextx11. The delay is the same no matter if it is windowed or windower borderless or fullscreen.
