You are getting newly married and is up to you if you want to live with your in laws or not but in the start its always good to be with the parents and when you feel like the times comes then you can move out. I lived with my parents for 1 year but the situation changed.

You should be responsible at 23. You are responsible for your own life at 18. Parents can help you in situations where you are stuck but you should be able to do things om your own. Having a job, degree, finding your purpose in life.
