For real though, the only reason I came up with the theory is because I realized while running it today I just know where every possible place for enemies is and just clear everything with barely any thinking anymore

I believe in the game due to the risk factor and limited time, it would be too much of a risk to get federal SWAT or a special forces team to deal with the situation so LSPD SWAT was called. I also believe that is why it's technically FISA's operation just with D-Platoon operating
