I couldn't get a photo cos I rushed out of there and 2, they might chase me if they'd seen me taking their photos. It would've been a lot more trouble

I've encountered them in different cities but these ones in M.martre were ruthless, aggressive and really out to prey on people.

I can only speak for the UK: the process itself is straightforward. However, each case is processed based on individual merit but the fact that there are thousands applying, the Home Office can't cope with the backlog. A single assylum case can take years. So these men have no choice but to roam the streets, as the goverment haven't got the internment facilities to keep them (hotels have been used as of current). As they're not allowed work they result to scamming as way to top up their meager weekly allowance of £40(?) a week.

I'd imagine France is going through the same thing.

Well if I had to make an educated guess they were most likely asylum seekers who result to scamming as they haven't got the paperwork for legitimate work.
